Two Requests for Qualifications
Environmental Restoration Services for the Middle Branch Resiliency Initiative and/or Other Central Maryland Projects
South Baltimore Gateway Partnership (SBGP) is issuing two Requests for Qualifications (RFQs) to pre-qualify one or more firm(s) or team(s) to provide restoration services as part of the Middle Branch Resiliency Initiative (MBRI) and other Central Maryland restoration projects. SBGP is a major supporter of Reimagine Middle Branch, which is transforming the Middle Branch of the Patapsco River into Baltimore’s next great waterfront, with 11 miles of parks, trails, shoreline restoration, and community development projects.
MBRI is the shoreline restoration arm of Reimagine Middle Branch, focused on using nature-based resiliency infrastructure to restore damaged ecosystems, improve water quality, enhance public recreation, and reduce the risks associated with coastal hazards like erosion, flooding, storm surge, and sea level rise. SBGP serves as the primary implementing agency for MBRI projects, overseeing the planning, fundraising, design, permitting, construction, and post-construction maintenance and monitoring of these projects.
Given its expertise in resiliency, shoreline restoration, stormwater management, habitat restoration, and environmental justice, SBGP has increasingly become involved in other restoration projects around the State of Maryland. This includes projects across Central Maryland where SBGP may serve as a grantee, pass-through funder, or in some other role as a partner.
RFQ Scopes of Work:
The two RFQs seek to pre-qualify one or more firm(s)/team(s) to perform two scopes of work.
RFQ 1: MBRI Stage I Construction
This RFQ includes the following services for two MBRI Stage I Sites: the MedStar Harbor Hospital Wetlands and BGE Resiliency Site:
- Budgeting
- Construction
- Maintenance and Monitoring
- Bonding
- Other Funder-Specific Requirements
RFQ 2: Future MRBI & Other Central Maryland Projects Design/Build Services
This RFQ includes the following design/build services for future MBRI sites (excluding Stage I sites) and other projects in Central Maryland:
- Budgeting
- Design
- Permitting
- Construction
- Maintenance and Monitoring
- Bonding
- Other Funder-Specific Requirements
Submissions to either or both RFQ(s) should be emailed to procurement@sbgpartnership.org in PDF format and received no later than January 17, 2025 at 5:00pm. Hard copies will not be accepted. Read the full RFQs for additional proposal instructions and evaluation criteria. Selection(s) will be made by approximately January 29, 2025.
