Resiliency Implementation Partner for the Patapsco Resilience Collaborative and the Middle Branch Resiliency Initiative
South Baltimore Gateway Partnership (SBGP) is issuing this Request for Qualifications (“RFQ”) seeking a firm or team to serve as its primary Resiliency Implementation Partner for the Patapsco Resilience Collaborative and the Middle Branch Resiliency Initiative. SBGP is a major supporter of Reimagine Middle Branch (RMB), which is transforming the Middle Branch of the Patapsco River into Baltimore’s next great waterfront, with 11 miles of parks, trails, shoreline restoration, and community development projects (www.reimaginemb.com).
The Middle Branch Resiliency Initiative (MBRI) is the shoreline restoration arm of RMB, focused on using nature-based resiliency infrastructure to restore damaged ecosystems, improve water quality, enhance public recreation, and reduce the risks associated with coastal hazards like erosion, flooding, storm surge, and sea level rise. SBGP serves as the primary implementing agency for MBRI projects, overseeing the planning, fundraising, design, permitting, construction, and post-construction maintenance and monitoring of these projects.
SBGP is also a member of the Patapsco Resilience Collaborative (PRC), a multi-jurisdictional effort to enhance the resiliency of the Patapsco River watershed along Maryland’s coastal plain. The purpose of the PRC is to work collaboratively on shared coastal resiliency issues along the Patapsco at the watershed scale; collaborate activities between jurisdictions to maximize effectiveness; share knowledge and expertise; and jointly seek funding to pursue large scale initiatives.
Given the scale of these efforts, the interconnectedness of each individual component of the MBRI, and the similar connections between the MBRI and the PRC, SBGP seeks a reliable implementation partner to manage, coordinate, enact, and oversee a large network of local and interjurisdictional projects.

All proposals related to this RFQ are to be submitted in PDF format to procurement@sbgpartnership.org by 5:00pm on Friday, December 15, 2023. Hard copies will not be accepted. See the full RFQ for additional proposal instructions and evaluation criteria. Selection/s will be made by approximately January 15, 2024.
